By September 2006, there have been six newly-built colleges in Fujian Province, including Xiamen College of Science and Techonology .From 2000 to 2006, these colleges have made great progress in conditions and enrollment scales. They contribute a lot to the popularization and further development of higher education in Fujian Province.From the point of view of evaluation of undergraduate education levels by MOE, this paper analyzes the relevance between teaching funds and other index .From the external view , it compares the income and expense of teaching funds empirically. Based on this , the paper campares the differences and hopes to draw the attention of the government to distributing the funds among newly-built colleges equably.This paper includes three parts.The first part consists of the exordium and some definitions. In Chapter 1, it gives the raising of question , research value , research methods and so on . In Chapter 2, it explains the definition of teaching funds .The second part is the main one , including empirical research and comparative analysis . In Chapter 3, from the external point of view , it compares the differences of the main teaching condition index and teaching funds among these colleges. In Chapter 4, from the internal point of view , it compares the income and expense of teaching funds per student in these colleges , and analyzes the relevance between teaching funds for teachers , public education , local per capita GDP and funds for public undertakings per student.In the third part, this paper gives the conclusion and some suggestions .
