As early as in the 1990s China put forward the strategy of constructing innovative country training objectives, and innovative ability of realizing the grand goal is the prerequisite and foundation. Cultivating high-quality talents with innovative ability is the Times and the development of the country's call. College grassroots academic organizations is the postgraduate important training place, shouldering the cultivating high-quality, creative talents for national modernization.Researching the history, College grassroots academic organizations and graduate education have close relationship; Analysis of reality, College grassroots academic organizations is to train postgraduate technology innovation ability strong support. However, our country college grassroots organizations of academic research is adequately: "all-round" closed organization limit graduate innovative vision; teaching and scientific research "binary" conflict organizational function influenced the education quality; the hierarchical structure of rigid not embodied humanistic care, it will be difficult for the free and equal academic exchanges, thus weakening the graduate innovative atmosphere. College grassroots academic organizations, the direction of reform is imperative for graduate students in scientific and technological innovation is capable of transformation.More and more college grassroots academic organizations, conform to the trend of world science and technology development, and to explore the effective approach to organizational change. Japan's university of tsukuba attempts to reform basic academic organizations, thereby promoting the development of graduate education and greatly improved technology innovation ability; China Harbin industrial university actively build academic platform to develop science and technology innovation talents. These models of basic academic organization transformation have important reference value.On the basis of successful cases , using as a source of reference of organizational behavior framework, the paper from the analysis of dynamic change,resistance and the condition of reform in college grassroots academic organizations demonstrates the feasibility of the reform. College grassroots academic organizations motivation to change comes mainly from two aspects, one is the thirst for technological innovation talents, the other is that the graduate education is essential requirements; Resistance are mainly from college grassroots organizations of resistance and members of their college grassroots organizations, the resistance of the organizations is academic organizations of inertia; the conditions including: members of academic organization transformation of identity; to guarantee the system of regulating the organization transformation and multidimensional interaction characteristics of activity participation mechanism.In conclusion, the reform of college grassroots academic organizations is feasible. In order to improve the creative ability of science and technology, we put forward suggestions as follows: firstly, stimulating personal vision integrated innovation and developing bottom spirit of teamwork, innovation of science and technology to build advocate shared vision; Secondly, the academic organization dedicated to diversification, such as setting new research institute, building large science and technology innovation base (platform) actively, promoting the academic organization to union, encouraging the development of scientific research in large project research center (station); Thirdly, the formation mechanism of effective organization established in ascension, cultivating graduate creative ability of science and technology to improve the mechanism of management and evaluation mechanism; Fourthly, to optimize the allocation of resources academic organization, we can strengthen the support through market allocation increasing of university science innovation and technology, and coordination for promoting scientific and technological innovation talents reasonable allocation of resources; Fifthly, by stressing the communication and excitation, flexible management, building strong measures to cultivate the innovative environment innovative organization.
