As the teacher professional progresses, society not only requires improving the teacher training level, and requires improving teacher education and teaching practical ability, research ability, the knowledge, skill, expert. The social demands made on teachers to promote teacher education reform. Especially for teacher education practice ability to widespread attention. People have had many of some efforts to strengthen teaching practice, and schools work together for the education of students practice creative space. These discussions and reforms in varying degrees to enhance the students education and teaching ability in practice. University (mainly Normal School) and School Partnership Training Teacher Research has become the domestic and international educational theory and practice, the focus of attention, cooperation in training for the promotion of teacher professional development and enhance the schools quality of education has an important role. This paper aims to solve the university in collaboration with the Primary Teacher Training in the difficulties and problems, establish a standard of universities and primary and secondary school teachers in co-culture model, so that schools and universities to jointly undertake the task of training future teachers to promote improve the quality of teacher education.In recent years, the links between universities and schools gradually increased, many universities and schools to establish different degrees of cooperation. University and School Partnership Training teachers have achieved remarkable results, but the benefits of these discussions and reform from the social demands and expectations of the people there is a great difference. Chengdu Teachers College through a cooperative training secondary school teachers with M Survey, found that co-culture, there are still many problems, mainly:1,unequal rights cooperation; 2, the cooperation of time constraints; 3, the lower the frequency of co-operation; 4, the contents of bilateral cooperation constraints 5, cooperation and organization of a lack of institutional arrangements; 6, lack of policy cooperation and financial support.This paper analyzes the shortcomings of current teacher training model, based on testing from the perspective of University and School Partnership, presented the University of Cooperative Education teachers and school recommendations:1, reform of the University of Cooperative Education teachers and school management mechanism; 2, enhance cooperation in universities and primary and secondary standard operating rules; 3,the establishment of teaching practice school qualification examination system to ensure basic conditions of educational practice; 4, reform teacher evaluation system, improving teacher performance appraisal system; 5,with multi-disciplinary teaching team to achieve the academic culture in the education field and practice of cultural interaction; 6, for policy and financial support.
