Realizing the regional coordinated development of highway transportation is not only one of the major components and tasks in the promotion of China's regional coordinated development, but also one of the significant material conditions and basic guarantees for accelerating the regional coordinated development and the construction of a harmonious society. Therefore, keeping a clear picture and judgment of the coordination of the development of China's highway transportation in various regions, and figuring out the difficulties for such a development are significant for the departments in charge of transportation industry to make decisions concerning macro-strategies and related development guidelines. The study on the regional coordinated development of highway transportation in the present paper is of both theoretical and practical significance. In accordance with the ideas of system, starting from the contents of regional coordinated development, and in combination of the servicing character of highway transportation, the author analyzes and discusses the contents of regional coordinated development of highway transportation and the related theories of its quantitative research. An index system for the regional coordinated development of highway transportation is proposed, which comprises the tripartite elements of infrastructure, transportation service and support insurance; furthermore, an appropriate evaluation model and thinking are constructed by means of synthesizing method, ahp analysis and cluster analysis. The study is an empirical one with the data from China's 31 provinces, municipalities or regions in 2000 and 2006. The coordinated development of China's highway transportation since the Tenth Five-Year Plan is evaluated, with responses proposed. The empirical study on one hand proves the rationality and applicability of the index system and evaluation model proposed in the present paper; while on the other, it to certain extent provides reference for the decision-making sector.
