Housing problem is important to people's livelihood. It has always been great concern for our party and government at all levels to be solved for lowest income groups. With the acceleration of marketization process, housing problem of inadequate payment capacity for lowest-income families becomes more prominent. However, as China's low-rent housing system developed with a late commencement, it still stays in exploratory stage in many aspects, during the implement of the urban low-rent housing system, many problems occur, such as fund shortage, inadequate housing supply and narrow coverage, etc. Therefore, to strengthen government's functions of public management and social service, to improve housing security mechanism, to establish an urban low-rent housing system to meet the need of basic living for lowest-income families, have become an inevitable demand to improve China's social security system and maintain social stability. In this paper, Jiashan country in Zhejiang province is taken as an example, the existing problems and their causes in the construction of urban low-rent housing system are analyzed, and with consideration of China's state, corresponding measures and suggestions are proposed.This paper is mainly based on the theory of welfare economics, theory of government intervention and theory of housing filtering, with the reference of experiences and enlightenments in the practice of urban low-rent housing system in other countries like the United Kingdom, the United States, Singapore and Hong Kong, and the specific work practice of urban low-rent housing system in Jiashan country Zhejiang Province as an example, the existing problems and their causes in the construction of urban low-rent housing system are analyzed, corresponding solutions and suggestions to improve the urban low-rent housing system are given on the basis of foreign advanced experiences, in which the aspects of strengthening government's responsibility on housing security, solving the problems in fund bottleneck of urban low-rent housing, housing supply channel and coverage expansion shall be emphasized, and a serial of measures and suggestions such as financing channel of canceling eco-affordable housing and expanding urban low-rent housing; establishing personal credit system, perfecting withdrawing mechanism; expanding the coverage of urban low-rent housing, and bringing urban"sandwich layer", the floating population into the security scope of urban low-rent housing, are proposed.This paper comprises six chapters, of which the contents are the following: Chapter 1: IntroductionThe background, purpose and significance of topic selection are mainly stated, as well as the background and significance of this dissertation and relative researches home and abroad.Chapter 2: Theory basis of urban low-rent housing system Commenced with fundamental concepts of housing security system, welfare economics theory, government intervention theory and housing filtering theory, are introduced.Chapter 3: Characteristic of urban low-rent housing system and its development in ChinaConnotation, characteristic and fundamental content of urban low-rent housing are introduced. The generation and development of urban low-rent housing system in China, and the achievement of China's urban low-rent housing in present stage, are stated. Chapter 4: Development and practice of urban low-rent housing system in Jashan countryThe generation and evolution of low-rent housing system in Jashan country are stated, and the existing problems in urban low-rent housing system are concluded based on specific work practice of low-rent housing system. With consideration of aspects such as government's functional orientation, housing sources, funding channels, coverage and supervision mechanism, the existing problems and their causes are analyzed.Chapter 5: Experiences and the reference of urban low-rent housing system abroad and in Hong Kong districtExperiences of low-rent housing system in the United Kingdom, the United State, Singapore, Hong Kong district, and the relevant reference as well as enlightenment to China's urban low-rent housing system are introduced. Chapter 6: Measures to improve China's urban low-rent housing security systemBased on reference to advanced experiences of urban low-rent housing system in other countries and districts, with the practice and exploration in urban low-rent housing work in some cities of China, corresponding policy and suggestion are proposed on how to improve the urban low-rent housing system, which mainly comprise the following: to clarify government's functional orientation, and guide rational housing concept; to introduce financing modes like PPP, BOT, REITs, cancel eco-affordable housing, and adopt joint leasing model; to expand coverage, establish personal credit system, strengthen the supervision, and establish scientific withdrawing mechanism, etc.
