Into the 21st century, construction companies face enormous pressure as never before, construction companies must formulate development strategies in order to development and surviving. Tianjin Tianshui Engineering Group Co., Ltd. is a state-owned construction enterprise, to meet the challenges from market competition,the company needs to establish a practieal strategy which conforms to the external market and fits the inside.This thesis reports on a case study of the development of Tianjin Tianshui Engineering Group Co.Ltd, against the state of the art in strategic management research in the Building Industry in China and abroad. The case study analyses the characteristics of the industry, its current development and problems, and presents a forecast of the development trajectory of the industry, taking consideration of the macro-economic development in China. It then examines the historical and current development of the Corporation, and identifies the major problems and challenges facing the Corporation. Based on these examinations and from the perspective of modern management theories, this study conducts a systematic analysis of the Corporation's management resources, financial resources, human resources, and technological innovativeness, and proposes a long term strategic development vision for the Corporation. This strategic development vision takes infrastructure building as the core business of the Corporation and sets integrative development as its long term target. This study then puts forward a series of operational strategies to achieve this vision, including, among others, developing an appropriate organizational structure, strengthening human resource management, enhancing financial management, promoting Corporation-wide informationatization, cultivating good organizational culture and encouraging technological innovation. The study concludes by summarizing the coexistence of opportunities and challenges facing the building industry, and pointing out the critical needs for state owned firms to reform in order to survive and develop. The main value of this study lies in its potential to help managers to understand the current state of the industry, to identify individual firms'problems and challenges and to formulate strategies for reform.
