To attract the talent into the civil service, to complete the functions of the government efficiently and to build an uncorrupted government, it is firstly necessary to establish a modern personnel system. Since 1993, the civil service system was put into implementation in our country, the traditional personnel system has been elementarily into civil service system and the civil service management system has been increasingly improved. However, because Chinese civil service system is built on the basis of the traditional personnel system, it is also influenced by our traditional planned economy system. When facing the course of Chinese reform and opening and the continuing development of the market economy, Chinese civil service system has exposed faults, especially in the incentive mechanism of the civil service. Some domestic scholars have studied the civil service and incentive mechanisms, but it is mostly about the incentive mechanisms for staff in the enterprise and rarely about the civil servants. Therefore, according to the particular characteristics of the civil servants, the study on civil service incentive mechanism has great significance both in theory and in practiceThe development of practice needs the guidance of theories, so is the civil service incentive system. The modern incentive system has now been developed greatly and has accomplished a great deal achievements, which improves the civil service for the incentive mechanism to provide us with valuable guidance.
