In recent years, the civil servant has become more and more people’s first choice of employment. The phenomenon of civil servant fever has brought more problems in the administration to the civil servants, while the civil servant compensation system is one of the most important one. There is no objective comments on the civil servant salary. Because of the social sensitivity of the civil servants’ nature of work, the civil servants’ salary system reform is lagging behind, and has not formed the scientific growth mechanism. It has brought bad influence on the working enthusiasm of the civil servant groups,especially at the grassroots level of non leadership positions.As a non-leadership civil servant whose salary level is at the bottom of the civil service, the author investigates the current situation of the civil servant compensation system in the A bureau in A city by interviewing the non-leadership civil servants. After all,the author has the true understanding about the problems of non-leadership civil servants’ salary system. Thus, this paper attempts to do a deeper research on the normal growth mechanism of salary.Firstly,this paper discusses the normal growth mechanism of non-leadership duty officials’ salary related to the theory of human resources. Secondly, it analyzes the civil servant salary data of A bureau in A city, which is collected by the questionnaire data and interview analysis. Finally, it draws the conclusion that the salary level of non leadership positions in the civil service can not meet the needs of themselves. On this basis, this paper discussed the reform of salary system of non-leadership duty officials, and also foreseed the difficulty on the path of reform. At the end of the paper,it summarizes some related supporting reform measures about the salary system reform of non-leadership duty officials.This paper provide the basis in order to establish a salary growth mechanism of non-leadership civil servants, based on the research of theory and fact. The research considers the different civil servant positions and correlation among civil servants’ pay system, civil service examination system and official sort management, some new advises to reform the public servant compensation system is instituted, and hopefully this research of this thesis have certain reference and reference function in similar topic researches.
