Service-oriented Government In China Construction

With the deepening of China's economic structural reform, the political reform is also on the agenda. The political system reform is an important component of it. Our party and government draw on these experiences on the basis of the actual situation in our country. We also put forward the decision of establishing service-oriented government in our country. Therefore, the study of public service-oriented government establishing is of important theoretical and practical significance.This paper firstly analyzes the theoretic foundation on the basis of both domestic and overseas theories. Then it expatiate the content of establishing service-oriented government in our country from views of relationship between the government and market, the government and society and the government and enterprises. Finally, it analyzes the achieving method of establishing service-oriented government from views of value method, system method and technique method.In analyzing the content, we firstly consider the actuality and need from level of market economy transition. Then we establish the content of service-oriented government from perfect basis of market economy and cultivate its main body. Next, we analyze the relationship between transition and establishing service-oriented government. At last, we analyze the main body of establishing service-oriented government from participation of the global competition.In analysis of the means of achieving method, we firstly the discuss concept of necessary means at the conceptual level, which includes the public nature concept, the public welfare concept, the fairness concept and openness concept. Secondly, we discuss the achieving method at the system level, which includes decentralized mechanism, accountability mechanisms and commitment mechanisms as well as the personnel system, performance systems. Finally, at the technical level an analysis of information and communication technology was took place, electronics and other technical means'roles in the process of achieving method.
