Many domestic and foreign education experts and educators increasingly affirmed the importance of picture books on children’s development, also think that can promote the development of picture books on children’s oral expression ability of lower grades in primary school. This paper is precisely complied with the development of education in the era of picture books, on the application of inquiry in junior primary school oral English teaching, the purpose lies in (1) understand the picture books and its application in the elementary school low section of oral English teaching situation, find out the present society, school, family of insufficient knowledge of picture books; (2) establish a correct view of teaching spoken English picture books the true value of picture books, mining low segment of oral English Teaching in primary school; (3) to explore the true picture books suitable for low segment of oral English Teaching in primary school teaching strategies.This paper is divided into four parts. The first part mainly from the picture itself, the process of its development to do a simple combing, analysis of the core concepts of picture books, picture books as the best resources rationality reveal junior primary school oral English teaching, and the analysis of picture books to junior primary school oral expression ability value. The content of the carding and research is to explore the premise and basis of picture books teaching spoken English. The second part studies the junior primary school picture book oral teaching guidance countermeasure, mainly how to locate the target from the picture book teaching spoken, picture book selection, application of picture book of the three aspects to explain, this is the key to explore the picture of oral English teaching; the third part to discuss the effective strategies of low segment of picture book oral English Teaching in primary school, put forward two kinds of picture books teaching oral English strategy, respectively is "listening and reading ask speech" five in one picture book teaching strategies and "I love to tell the story picture book" competition strategy, has the significance and value of operating practice is very strong, this is the discussion on picture books teaching spoken home. Finally the effectiveness of the teaching of oral summary of the picture book, summarizes the changes before and after the occurrence of the ability of students’ oral English expression, which is a powerful illustration of this picture book value of the study of oral English teaching.
