China’s "Decade of Education Informatization Development Plan(2011-2020)" clearly put forward: to "focus on the balanced development of compulsory education." But there are some differences between the policy and the fact in the realization of urban and rural areas of Yunnan. This paper will research a concrete the Differences of Urban and Rural Education Information, the causes and countermeasures. On the basis of Balanced development of education theory, with case studies, comprehensive application of questionnaires, literature research methods and so on. This artcle will explore the specific circumstances about the development of Education informatization in urban and rural school of Yunnan province since the national information policy and educational purposes, from five aspects: the case of school education information development, construction and application of resources,information management, information literacy and teacher students information literacy. The survey found that two cases of urban and rural school education development of information technology have made some progress, but there are still some gaps. The development of information technology in education in urban schools is better than rural schools, affected by urban-rural dual structure, education policy,school conditions and school principals and teachers information literacy and other objective factors. Based on differences in the case of school education development of information and cause analysis, combined with Yunnan information technology in education research, the author put forward strengthening rural junior middle school education information development of Yunnan recommendations, from education information resource construction, the school of information management and information technology personnel culture three aspects.
