In the 21st century, the long-term resident"planned economy fortress"in the Chinese University is facing a severe test: on the one hand, several years after enrollment, the masses demand for higher education from the"higher education"gradually transformed into"access to quality higher education", requires universities to improve teaching quality; on the other hand, Hong Kong university admissions to the mainland, with its high-quality educational resources to attract outstanding Mainland students, colleges and universities on the mainland to form a strong impact. Harsh reality make Chinese universities recognized that they need to improve their competitiveness in order to adapt to the times. Colleges and universities to enhance the competitiveness of human resources is the key to improving the quality of university teacher resources is the main college human resources, but also the object of competitive colleges and universities. In recent years, China's universities attach great importance to teaching staff, have developed a number of attractive policies to attract talent, talent competition becoming increasingly fierce. But pay attention to teachers, while the introduction of human resources, human resources, teachers often ignore the important issue of efficiency, in this situation, increase the efficiency of resource use study of university teachers, to fully tap the potential of university education has become imperative.This paper firstly based on some relevant research , using a series of measurable indicators of China's college teachers, human resource utilization efficiency of the current situation and development trend of the statistical analysis, that the current problems, such as student-teacher ratio is too high, teachers per capita research funding is low and so on. Followed by systematic analysis of the university teachers human resource use efficiency factors, including higher education management system, management of teachers college and university teacher's social status, and compared to world-class university with an advanced model of human resource management, pointed out that present China's college teachers among human resources development and management problems. Finally given the focus from institutional economics to improve the level of university teachers, human resource utilization efficiency recommendations. Put forward to optimize the management system from the external environment, to develop a reasonable incentive system, the management of teachers from the university put forward the implementation of the emotional management of university teachers, enabling them with enthusiasm, spirit and attitude to work strenuously.
