Kashgar is a multi-ethnic region and it is located in the north-west of china, aswell as, Kashgar has unique historical culture and ethnic customs because of the Hannationality, the Uygur and other minorities. Along with the reforming of primaryeducation and the developing of economy of Kashgar, it is significant to research theoutstanding school-based curriculum implementation of compulsory education.This study use literature review, questionnaire (more than200education workersin nearly30schools, and received168valid questionnaires) and interview (23education workers) research method to truthfully reflect the school-based curriculumimplementation of compulsory education, moreover, explore the existing questionsand reasons, and find a corresponding way to improve circumstance.In this empirical research, the author investigates five aspects of school-basedcurriculum implementation of compulsory education which they are the difference oflearning period, the difference of subjects, the difference between urban and ruralareas, the difference of languages and the difference of achievements. Thus the authorobtains the main questions which influence the school-based curriculumimplementation of compulsory education phase in Kashgar. First of all, the previouspolicy affects school-based curriculum implementation. After that, the school leadershave poor ability of management of school-based curriculum implementation. Thirdly,the teachers and students lack of the ability of understanding and implementation ofschool-based curriculum implementation. And finally, the rest of reasons such as thestudents' family have less positivity to participate the school-based curriculumimplementation, lack of the course guidance, insufficiency education funding and soforth. According to previous questions, the author presents some correspondingimplementation countermeasures:1) to establish a scientific and reasonable evaluationsystem of school-based curriculum implementation.2) to improve the principal'sleadership of school-based curriculum implementation.3) to strength the training ofschool-based curriculum.4) to integrate the resources of school-based curriculum.5)to strengthen guidance and regulation of education management department. To sumup, although the school-based curriculum implementation of compulsory education inKashgar has not perfect, it already has elementary structure, therefore, has possibilityand optimizationFrom this study and author's viewpoint, through the experience and lessons ofempirical research, it can be better to develop the theory and the practice of school-based curriculum in basic education course reforming in China, thus, provide lessonsto the teachers and education leaders to boost the school-based curriculumimplementation of compulsory education.
