Public service is becoming the core concept of public administration and government reform.Construct a service-oriented government in our country show that the service has become the primary roleof the government. The Sixteenth CPC National Congress put public service define as The government’sfour basic functions of one. The Seventeenth CPC National Congress further stressed the government’spublic service function. Civil servants as public spokesman and representative of the government, is theleading force of providing public services. Civil servants public service ability directly decides the publicservice quality.The public service ability of Civil servants including public service consciousness, public serviceskills, public services methods, mainly reflect the effectiveness of public service. As Civil servants, theshortcomings of the public service ability to influence the realization of the government’s public servicefunction. To construct a service-oriented government also to the civil servants’ public service ability putforward higher request, the improving of civil servants public service ability is imperative.In the article,there are five parts to explore the effectiveness of honor motivation to improve the civilservice ability in public service.The first part: introduction. Analyzes the background and significance of the subject, and emphasizesthe necessity of the improving of civil servants’ public service ability.The second part: the related theory basis. Based on the theory of human nature hypothesis, the newpublic service theory, Maslow’s hierarchy theory of needs, the socialist "serve the people" theory, humanresources construction theory as the theoretical support.Part three: correlation analysis of honor motivation and improve public service ability of civil servants.Honor motivation lead civil servants set up the diligence for people’s sense of service, form nobleadministrative personality, shaping a good social image, promoting civil servants to self develop and selfactualization.Part four: the honor of incentive mechanism of development course and the present situation. Honorrewards, as part of administrative incentive system, play an important incentive role since the beginning of the administrative awards. Honor motivation is founding on honor rewards system, with the developmentof the system of administrative awards system, honor motivation mechanism also got some achievements.But honor motivation mechanism also exist “ranking”, the honor of corruption, honor recognition programshould not be neglected problem, etc.Part five: to explore the way to perfect civil servants honor motivation mechanism. Through theImproving of moral, organization, self development and reward that which relevant to honor motivationincentive mechanism, to realize the improvement of the civil service public service ability.The theoretical basis of this paper are Maslow’s hierarchy of needs theory, human nature hypothesistheory, to serve the people theory. By using the literature analysis and theoretical research methods,discusses the effectiveness of honor motivation to improve the civil service ability in public service. Honormotivation stimulating civil servants’ Service Delivery self-consciousness and potential,which providemotivation for civil servant to realize the high ideals–“serve the people whole heartedly”. In themanagement, honor motivation is one of the ultimate incentive methods, honor motivation promotes civilservants’ self-development and self-realization. Honor motivation promote civil servants to internalize thelofty ideal of the “serve the people whole heartedly” as his own moral code, so as to improve civil servantspublic service ability.
