With the in-depth development of the socialist market economy and urbanizationprocess accelerating, China’s housing reform system also will be in-depth. In thisprocedure, more new economic and social organizations to participate in community work,has injected new force for community work. Also with the people of all walks of lifecontinuous flowing into cities, they have become objects of diverse and complexcommunity of ideological and political work. Began in the late1980s of the20th century,street ranking system in China is gradually transformed into community system. Part ofthe functions of the original commitment by the government and units return to society,"unit people" has become "social man”, increase in the social functions of urbancommunities, the heavy task. The ideological and political work is the lifeline of all otherwork, the urban emerging community as a grassroots organization of society must alwayspay attention to ideological and political work, to good thinking safeguard for building aharmonious society.The article describes the research background; research status at home and abroad,summarizes and clears the implications and characteristics of the emerging urbancommunity, further proposed the concept of ideological and political work of emergingurban community, the characteristics of the major functions and basic principles. Thendata collection, the author visited the community, including Shijiazhuang, Handan morethan10communities distributed300questionnaires,296valid questionnaires wereactually recovered, and finishing analysis. From this, currently China’s emerging urbancommunities ideological and political work showing the effectiveness of the ideologicaland moral construction of residents, closer ties between the government and the masses,build a harmonious community atmosphere, diverse educational way four o’clock thestatus effect and community ideological and political staff of the structure and quality ofsocial development are incompatible, work pertinence, community participationconsciousness community ideological and political workers heavy task, low pay, lack offunds and weak party building work and so on. To be analyzed is easy to see, some of thedeficiencies of the system caused by lax ideological and political work, the ideologicaland political work carrier relative backwardness, be a sound protection, incentives, andoversight mechanisms are the current ideological and political work of China’s emergingurban community problems of main causes. Summarizing and learning from the advanced experience of the ideological and political work of the United States, Japan, Scandinavia,Hong Kong and other places. Finally, to strengthen and improve the ideological andpolitical work of China’s emerging urban community five points of new ideas: do a goodjob in community Party building, universal concept of community culture education,innovative ideological and political work of urban emerging community on the methods,Complete-time and part-time work force, improving community operating mechanism ofthe ideological and political work.In short, emerging urban community is a new phenomenon emerged in the process ofChina’s modernization and urbanization, new areas of our Party’s ideological and politicalwork. Accelerating the socialist modernization process under the new situation,community status in society is also increasingly prominent, attaches great importance toand conscientiously do a good job of the urban’s new community on the ideological andpolitical work, for the close contact of the Party and the masses, to improve the Party’sability to govern, improve the degree of civilization, and the quality of life of communityresidents, promote the comprehensive development and build a harmonious socialistsociety is of great significance.
