Rational allocation of public education resources is the primary condition for the balanced development of compulsory education, is the basic functions of the government at all levels and educational administrative departments. How to optimize allocation the urban and rural compulsory education resources became an important topic of education policy studies currently. From the perspective of economics, the balanced development of the urban and rural compulsory education resource allocation is the most important in the development of the urban and rural compulsory education.This paper can be divided into six parts. Part one, we introduced the background and significance and made a detailed summarize about the research at home and abroad. At the same time list the content in this paper and the research methods, innovations and limitations. Part two, we mainly introduced the relationship between city and village, public property duty of education products and the related theory about obligation education resource allocation. Part three, First overall description the urban and rural compulsory education from the total amount in recent years, the description funding gap, made a comparative analysis respectively from the education funds and the budget education funds of each person on average. Secondly use the education Gini coefficient analyzing the fairness of the east, middle and west areas and the whole nation in urban and rural compulsory education. The third is to choose the urban and rural compulsory education resource attribute index, calculate and analyze the balanced index of urban and rural. We chose the main indexes which reflected the allocation equilibrium level of urban and rural compulsory education resource to construct the index system. Then we used AHP to calculate the weight of each index and made a conclusion of comprehensive level. Finally we used clustering analysis to evaluate the allocation level of urban and rural compulsory education resource about the31provinces in year2007-2009comprehensively. Part four, firstly from the economic development perspective analyze the influence factors of the obligation education resources allocation, compared economic development level of the four areas which were the national region and the eastern, central and western regions. Secondly we made use of the data from2007to2009year into regression analysis for the four areas according to the two stages of obligations education. Then we explored the significant factors which influenced the balance of urban and rural compulsory education resource allocation, and analyzed the results. Part five, we chose some typical practical research regions for on-the-spot investigation. In this part, we introduced the reasons on the typical investigation and the area selection, provided a brief overview of the obligation education situation in these investigation areas. Then we revealed the general problems which were found in the most areas about the urban and rural compulsory education resource allocation. In part six, we summarized the common problems statistical research and on-the-spot investigation found, and tentatively put forward the countermeasures into these problems.
