As an important part of the social equity, Education equity plays an irreplaceable basic role in building a harmonious society. Since the reform and opening up, China’s education develops gradually from the margins of society to the center of the society and entered the Popularization phase. Education equity issues, however, are not solved with the expansion of the education scale. Conversely, the trend are highlighted. From the practical situation of the present stage, the fundamental reason for uneven development of basic education lies in the differences both in quantity and scale educational resources to be able to configure.and this leads to the gap on both quality and level of education among different areas.With its unique characteristics of rapid dissemination of knowledge, wide coverage and resource sharing, the distance education is becoming the most realistic way of implementing balanced development of basic education in minority areas, and it is possible for regional resources sharing, balanced allocation of quality teachers resources and narrowing the gap between urban and rural areas in development of basic education.In this sense, information technology brings a revolutionary impact on promoting the balanced development of basic education.According to the status of IT application in education sector in Gannan Tibetan Autonomous Prefecture, research on Distance Education Expedite the Balanced Development of the Basic Education in Minority Areas aims to make a study on construction of educational information repository,enabling the sharing of information resources.Including:How to achieve off-site teaching and exchanges and cooperation between teachers and students among urban and rural schools via network teaching platform as well as a variety of social software;to confirm that IT is indeed a effective way to promote the sharing of educational resources, and make an analysis on implementation effect;as reference to education sector and the vast majority of educators, I propose some suggest on financial input mechanism and quality teachers resource sharing incentive mechanism.The paper will provide new methods, new ways to narrow the gap of basic education between urban and rural areas in the information age and it may means something to the basic education resources sharing in Gannan Prefecture,even some other minority areas.
