With the current economic and social development, information technology continues to improve, a lot of the new social security problems emerge in an endless stream, growing problem across the region. All of which have increased the difficulty of the work of the public security organs. So in the context of social management innovation, the reform of the police which purpose is to improve the public security organs of the ability to perform their duties is necessary.Whole-of-government theory emphasizes the inter-departmental coordination and integration. As the starting point, this article in-depth analysis of the problem of police work, the existing problems in terms of coordination and integration, what are that police coordination exists randomness, the Police Co-operation level is not deep, the police collaborative content and form a single, poor communication of intelligence information, and so on. The analysis of the reasons contributing to this problem from the perspective of the overall government theory can be summarized as follows:First, the function orientation is not clear.
