The civil servant assessment system is an extremely important link in the modern personnel management system in our country. It offers the objective basis for the appointment, the rewards and punishments, salary system and the training of the civil servants,and it has been an important way for the civil servants to improve, develop themselves and for the government to raise the management efficiency. The objective requirements of the market economy, international and domestic fierce competitive environment, make the assessment system in a scientific become increasingly necessary and urgent. This paper tries to learn the advanced experience and finds deficiencies through the comparative analysis of the United States and China assessment system and proposes effective reform programs at the same time. The author considers the assessment is a new tool of the Chinese government administrative and reform recycling.This paper is divided into five Parts:The first part is briefly reviews from a macro view on the subject of academic value, relevance and the present situation at domestic and foreign research and makes a brief statement on the content and technique of the paper.The second part briefly reviews the development history of assessment system of China and United States. Then introduces distinction between the China modern civil service assessment system and the traditional personnel assessment and the theoretical foundation of China assessment. The author does a detailed summary on the characteristics of the United States civil service assessment system at last.The third part expounds the problems that China civil service assessment system exists at this stage and does a comprehensive analysis in the cause.The forth part compares from the assessment content, assessment standards, assessment procedures and grades, assessment methods and institutions, the assessment results of the use, charged with monitoring and assessing the main representations on civil service assessment system of China and United States and provides inspiration for the improvement of the civil service assessment system.On the base of the former analysis,address the problems that exist in reality, The fifth part suggests some ways of contribution to improve Chinese civil servant assessment system and some practical countermeasures at last.
