The internal structure of the party and government leadership is a core and decisive factor about its overall function and growth potential. Optimization is the most direct and effective way to improve the structure of the party and government leadership. Currently, under the background of collective leadership system, the party and government leadership at all levels plays a key role in the Party and national project. An important topic is placed in front of Party committees at all levels-how to optimize the structure of party and government leadership, to produce the team effect of one plus one is greater than two, truly realizing the best configuration of advantages complementary, feasibility between people and post, and better cooperation. Optimizing leadership structure is the foundation of giving full play to leading body, and is the top priority of strengthening the leading body instruction, which was a consensus heard from the leaders at all levels during the research, and was fully confirmed by the practice of building leadership in recent years. Based on a comprehensive deepening reform, in order to promote scientific development, it is believed that it is necessary to study in depth the optimization of the overall leadership structure, to identify the primary and secondary relationship of each variable, and to introduce relevant policies for optimizing the leadership structure, so as to provide systematic and scientific guiding basis for strengthening the overall construction of party and government leadership team.Based on comparative analysis of the domestic and international leadership system and cadre selection system, the importance of leadership development and optimization of its structure are explained theoretically in this paper; through a comprehensive exposition of the new situation and new tasks we are facing in the construction of leadership, the urgency of the current optimization leadership structure can be seen; through the analysis of the current situation and problems in building leading bodies, the four reasons can be found initially the ideas of employing are very conservative, the standards of selecting and matching the team are lack of clarity, the top-level design of policies is not scientific enough, and performance and operation are too mechanical. On this basis, a structure ideal model "feasibility between people and post, functional perfection, connection between superiors and inferiors, scientific flow, character compatibility, harmonious working, echelon configuration, and great vigor", and four basic principles-"long-term perspective and overall consideration, function first and prioritization, seeking truth from facts and flexible operation" are proposed. Finally, from the operational level some suggestions are proposed:policy changes, mechanism improvement, organization and implementation. Ultimately some references are provided for Party committees at all levels to strengthen the party and government bodies construction, strive to make human resources to achieve a more rational allocation, and help team function to be maximized, so that the leadership at all levels can play its functional role better, and take on the arduous tasks of economic and social reform and development.
