With the deep reform of the new curriculum, people pay more and more attention to art education. As communicators, art teachers are bearing the important occupation mission. The overall quality of art teachers’ development is directly related to the art education of the next generation, and is also related to the whole quality of primary and secondary education development. Therefore, occupation development of art teachers is an important starting point to promote the development of art education.In the education system of our country, the teachers of proficient level is a huge group. The group has its particularity between teachers from novice teachers and expert teachers, which plays a decisive role in the development of quality education. Therefore, this study focuses on the occupation development of the skilled art teachers, and targets at the art teachers of primary schools in5areas of Tianjin, and deep digs the difference between the proficient teachers and novice teachers, and the difference and connection between art teachers and non art teachers, and analyzes the problems of the primary school art teacher in their occupation development, and puts forward some suggestions to solve the problems.As per survey, we found main problems exist in the occupation development oft he primary school art teachers are heavy work load, high psychological pressure, poor physical condition, mental imbalance, etc. As an important part of art teachers, profic ient art teacher has its particularity, which is different in mind, work and life with the novice teachers, and is likely to lead to the occupation plateau. This will cause the lass itude in occupation. In comparison with non art teacher, the position of art teachers at school is low, and the treatment in payment and promotion is often unfair. This will ca use the psychological imbalance and lack of work enthusiasm. In view of the above pr oblems, and combined with the need of occupation development for proficient art teac her of primary school, we suggest as below--To build a rational system, such as:ratio nal salary system, promotion system, training system, evaluation system; To improve t he living conditions of teachers, strengthening humanistic care.
