Research On The Vocational Education During The Transferring Of The Rural Surplus Labors

The report by the sixteenth session of CPC points out that the surplus labor in the countryside transfer to cities and the transferring is the inevitable trend during theindustrialization and the modernization. In our country, how to realize the labor’ successful transferring has become the key question in the comprehensive construction of the well-off society and the harmonious society. The surplus labors in the countryside are in low quality, and this national condition have decided that the rural education, especial the rural vocational education influence the transferring of the 100 million rural labor.The reason for the surplus of the labors in the countryside are as follows: over population; enhancing productive level; long-term policies about employment, medical, social security systems implemented in the country; the industrial structure and the employment structure are unbalanced; the township enterprise withers gradually; the city’ ability to accept the labors is limited; The rural labor is in low quality. The current rural labor are difficult to be employed. And they have low overall quality comparing with the developed country. They cannot satify the demand of the economical development and the employment. The key is to enhance the quality of the rural surplus labors. But the school equipment are backward in the rural vocational schools; the subject taught in the schools don’t meet the need of the market; the farmers speak lowly of the vocational education; and the government don’t care about the vocational education heavily; in addition the graduates of the vocational schools don’t get employed well. The above are all the reasons for the low benefit of the rural vocational education. The quality of the rural vocational education has become the bottleneck of the transferring of the rural labors.According to the survey in Jiang Xia District in Wuhan city by the author, the Sunlight Project, a project to help the transferring of the rural surplus labors has been done very well. all levels of governments have established the special organization, and have money funded to help the vocational education. Still there are some problems to be solved. The framework of the vocational education have to be perfected. The counterm- easures the vocational education serves for the rural labors’ transferring are as following: establish the training system; pay equal attention to the training before and after the transferring; establish specialty according to the demand; raise the fund in many kinds of channels.
