Vertical management as the government to strengthen the centralization of authority means, in the curb protectionism, to ensure the smooth implementation of government decrees has advantages, with the development of the times, the Chinese government to implement vertical management in more and more departments, extended from the customs, traditional safety authority to tax, environmental protection and other departments. With the increasing of the vertical management, how to manage these departments in the civil service, improve the organizational cohesion and combat effectiveness is faced with the new period government development, meet the new challenge, an important subject to adapt to the new normal. Performance appraisal, as a basis for human resource management and an important link to meet the above requirements,, meet the challenges and opportunities, stimulate the team activities, enhance the government’s executive power and has the important significance and function.With the deepening reform of comprehensive spread out across the board, on the central vertical management department of a new round of reform and development to create new opportunities, also put forward new and higher requirements. Considering the management system and mechanism of Customs framework has certain representativeness in the central vertical management, the performance appraisal has accumulated a certain basis, so the specific content for the performance appraisal research and resolve issues related to performance appraisal, has the vital significance to the research on performance evaluation method suitable for the central vertical management way.In this paper, based on the central vertical management appraisal situation, combined with the actual to the customs, strategic human resource management theory as a guide, in order to identify problems, research questions, solve the problem as a means to A customs, as the case model of countermeasure research, and explore the suitable method of performance evaluation of central vertical management departments way.
