"Zhan Pu Plan" includes two projects,the one is development project of rural economy,the others is project that rural female cadres were trained.This plan is derived from 2010 to 2012.In this three years,more than 4000 female cadres of Guangdong Province,Guangxi Province and Anhui provinces had accepted trained.Based on this project,leaded by the State Ministry of civil affairs and the Li Jiacheng Foundation and supported by the organization department and the National Women’s Federation,our country has enacted public welfare projects from 2013 to 2016 in Hunan Province, Guangdong Province, Guangxi Province, Shanxi Province and Xinjiang Province.The plan has integrated resources of University, government and Internet,and focused on the female cadres training.In order to achieve the goal of improving the female cadres leadership,vigorously promoting the innovation of grass-roots management services,improving people’s livelihood services,the plan has Provided support to improve the lives of people in areas.In this paper,we has investigated female cadres who accepted training,and found that the proportion of women in the village committee is generally low,generally only one in a village committee.In addition,there is lack of female cadre leadership,and exists reserve talents crisis in rural wemen,and so on.In view of this,according to the actual situation of a village in Hunan,based on the text analysis of the "Zhan Pu plan",the author illustrats that village cadres training has influence on improving female cadres leadership,and finds some obstacles in enacting "Zhan Pu plan". At last,the author puts forward some solving methods.Through constructing the development ways of female cadre leadership and abolishing quickly gender bias,everyone makes some contributions for respecting the status of female cadre in the village.This paper provides reference for creating a good working environment without sexual bias in village and improving the level of development of female village officials.
