The Research Of New Rural Community Focused Pension Problem

With the escalation of ageing of the population, the rural endowment has become a focus problem in the academic circles. In the development of Chinese old-age security system,focusing on the town for a long time, which accounts for the vast proportion of the population in our country outside the system of the rural population has long relied on self pension problem. At present, with the rural economic development in China, the traditional rural society endowment pattern, the shortage of rural old-age service demands and supplies contradictions increasingly prominent, and the government cann’t completely take the rural elderly pension burden, high cost of commercial endowment again there is a problem. In this case, the functional superiority of rural community endowment provides a way to solve the contradiction between supply and demand of rural old-age service.Referred to a large number of literature and empirical investigation, on the basis of combining with the personal working experience, this paper studied the new rural community endowment patterns on the Hanji township of Liaocheng High-tech Industrial Development Zone. According to Hanji township of Liaocheng High-tech Industrial Development Zone set the actual situation of rural community endowment service, rural community endowment in other regions for reference, the typical experience, puts forward some countermeasures to improve the system of new rural community concentrated endowment of measures. In our country urban and rural integration accelerating, the new rural community construction under the condition of rapid advance, improve the system of the new rural community focused pension promotion and improve not only conforms to China’s basic national conditions, conforms to our country old career development plan,also can realize the advantages of "build low cost, high efficiency service", to enrich our country rural old-age service make a little contribution to the theory.This dissertation is divided into five chapters. The first chapter is an introduction to illustrate the research background, significance and thinking. Also, the related research both here and abroad is reviewed and evaluated in this chapter. The second chapter expounds the related concepts and theories of research covers, reviews and summarizes the development of rural old-age and current rural endowment patterns. The third chapterinvestigates the current situation of rural endowment in Hanji township of Liaocheng High-tech Industrial Development Zone, summarizes Hanji township rural community focused pension pilot situation, diagnoses the problem of the Hanji township community endowment combined with the results of the survey. The fourth chapter instructs the successful model of three areas such as Shandong Zouping county rural community endowment service, carrys on the induction to draw inspiration. The fifth chapter puts forward the countermeasures to construct the new rural community focused pension system.
