Children are the future and hope of the country, however, school bus accidents occur frequently in recent years, which exposed various kinds of our school bus. The school bus issue has become an overwhelming topic of wide public concern. It is imminent to establish a sound school bus system. In the United States, it has formed a relatively perfect schoo l bus system, which has a history of nearly two hundred years. It is a model for most countries to follow.Based on the comparative method and documentary method as the main research methods,school bus system in China and U.S.A as the rese arch object and existing literature, this paper aims to analyze and compare a series of the school bus system in China and U.S.A comprehensively and systematically from an international perspective, and strives to dig out the available experiences for the construction of the school bus system in China.The school bus is use d to pick up ki ndergarten, primary and sec ondary school students recei ving compulsory education to and from school, and obtain passenger cars lice nsed in accordance with regulations. The school bus system is a set of mechanism which has a series of related laws and regulations from legislation, finance and specific implementation, and it is approved by social public. The American school bus system has experienced germination period, development period and perfect period the three periods since the birth in 1837. Nevertheless, the school bus system started late in China, which has a relatively short history with germination period, development period and is not yet perfect. The contents of the school bus system contain legislative guarantee, security standards, access privileges, operational model, management model, driver selection criteria and safety education, etc. Compulsory education concept, economic development level, education investment system, cultural tradition and the government, society, school, market roles are the factors affecting school bus system. American school bus system has successful experiences for us to learn: the government establishes a long-term mechanism of the school bus traffic safety propaganda, schools improve traffic safety responsibility system, social media set up school bus safety propaganda columns, families cooperate with schools to do job of traffic safety, together to enhance school bus safety awareness; clear the role of the government as the principal part of the school bus service, improve the laws and regulations of school bus safety, broaden the school bus funds financing channels; actively guide nongovernmental organizations to participate in the school bus industry, strengthen the third party supervision; schools strengthen school bus safety education and bring it into curriculum plan and daily management, establish the driver management system, examine and supervise the drivers strictly; develop diversified business model, fully give play to the role of market mechanisms.
