A Public Transit Corp. (APTC), which is the latgest state-owned corporation in Wuxi, was founded in 1959. With the speeding up of the technological development and progress, the concept of low carbon is gaining more and more influence. Meanwhile, both the internal and external environment has changed greatly in profiting, marketing, and competition. As a result, APTC is eager to form a low-carbon strategy to seize the chance of developing.This paper uses the theory of modern strategy management to research the problem. Based on the concept of low carbon, we collect internal information by consulting while analysing external information with PEST and Porter’s Five Forces Model. Finally, the developing strategy is determined by SWOT model.By research, we believe that APTC should push forward the strategy of diversification, focus on the main business, strengthened by imformation technology, bring its advantages into full play and promote the enterprise competitiveness as well as capabilities of independent innovation. To guarantee the achievement of the overall strategy and goal, this paper will also promote the specific safeguards implementation of the strategy in these 6 aspects:strengthen the marketing strategy, promote scientific innovations, improve the technology, rebuild the resource idea, raise the leading personnel, and cultivate enterprise culture.
