In recent years, with the competition and development of the international shipping, also more and more high to the requirement of maritime talent, the Marine vocational education in our country has put forward higher requirements. Sailing class vocational schools are facing problems in respect of policies, teachers, money. Of teachers' team is not stable, the teachers structure unreasonable, the lack of academic leaders, enterprises less number of part-time teachers, single source, these problems influence the Marine vocational education personnel training.Sailing class vocational school teaching management problems mainly three aspects:the social external causes include:professional division of different lead to social treatment, maritime vocational school entry threshold is high, the lack of schools or institutions cultivate navigation class teaching. Some unreasonable internal reasons:teachers introduction mechanism, lack of teacher training and development planning, the assessment mechanism is not perfect, incentive mechanism is imperfect. Teachers' personal reasons:the sense of belonging to the school is not strong, the high expectations of pay, benefits, lack of personal career planning.Given such problems, and puts forward the following countermeasures:the government should further policy support and guidance for the navigation type of vocational schools, including perfecting policy, system support, increase financial support, strengthening the guidance evaluation, maritime type of vocational schools should perfect the teachers management procedures, including perfecting the introduction mechanism, improve the compensation system, strengthen the training system, improve teachers' career planning ability, improve teachers' evaluation system, perfecting the incentive mechanism, strengthen the sense of belonging, strengthen students and teachers' attention to the basic course, teachers should set up the correct ideas, constantly improve their own quality.
