With the improvement of the degree of national attention, vocational education has been rapid development. During the "Eleventh Five-Year Plan", the development of vocational education has been referred to the national strategy. Modern national strategy for the comprehensive deepening the reform of vocational education determine a clear direction. At present, the development of education in the field of higher vocational education(the vocational education) more demanding, since the 1990 s, our vocational education has entered a rapid development period. Vocational colleges in the realization of a large-scale expansion stage later go connotative development path, develop production,construction and management of the first line of the required technology personnel as the goal, which the vocational education teachers put forward higher requirements, especially for "Double Teachers" Human Resources Development made specific and clear requirements. Teachers of "Double" requirement was first in the field of secondary vocational education appeared in the 1990 s, "Double Teachers" concept into the vocational field, and now has a faculty of Vocational Colleges Development Goals.In this paper, literature collection of a variety of literature, the literature review, the first "double" of the content development stage of the sort, and explore the "double" the connotation of Human Resource Development. In contrast to the current situation and history, so next on the adoption of investigation about the current vocational status of "Double Teachers" human resource development, the use of the case method, comparative method to analyze the problems and problem analysis Based on the proposed countermeasures.
