Study On Targeted Poverty Alleviation In Pu Yang County Of Henan Province

At present,poverty is still a major global issue.As a large agricultural country,China has a large rural population,and the problem of rural poverty is more prominent than that of industrial countries.Since the founding of the new China,the state has gradually explored ways to alleviate poverty in China's national conditionsAfter the reform an.d opening up,it has begun to implement large-scale poverty alleviation and development activities.A large number of poor people have successfully lifted out of poverty,and the overall cultural quality and quality of life of the rural population have been significantly improved.Through continuous reform,innovation and development,China has finally decided to take the road of poverty alleviation and development under socialism with Chinese characteristics.Up to now,the implementation of this decision has enabled more than 700 million rural poor to successfully escape poverty and laid a solid foundation for the building of a moderately prosperous society in all respects.However,the current situation of tackling the problem of poverty alleviation in China is still grim,the progress of poverty alleviation work in rural areas has slowed down,and poverty alleviation has become more and more difficult.In 2013,General Secretary Xi Jinping put forward the strategic requirements for precise poverty alleviation,which was formally put on the agenda.It is still a great challenge for China under current national conditions to realize the strategic goal of lifting all the poor rural population out of poverty and all the poverty-stricken counties out of poverty by 2020 Therefore,it is urgent to explore effective targeted poverty alleviation methods.This study takes the rural precision poverty alleviation in Puyang County of Henan Province as the research object,collecting and sorting out the research results of domestic and foreign scholars on poverty alleviation theory.After summarization andanalysis,it provides sufficient theoretical basis for this research.Based on the analysis of rural poverty and rural poverty alleviation measures and effectiveness in Puyang County of Henan Province,this study uses a questionnaire survey method to distribute questionnaires in four poverty-stricken villages in Puyang County of Henan Province,mainly investigating the rural poor households in the region,the causes of poverty and the situation of targeted poverty alleviation in the rural areas.According to the survey results,the current situation of rural poverty alleviation in Puyang County of Henan Province was analyzed,and the main problems in rural poverty alleviation work are summarized: the rural precision poverty alleviation mechanism is imperfect;the rural precision poverty alleviation policy is deviated,and there is excessive poverty alleviation;the development of rural poor households Poor ability,low overall quality,etc.The case analysis method was used to analyze the typical cases of Haitong Township,Liyuan Township and Xuzhen Town in puyang County,Henan Province to sum up the successful experiences of these three townships in poverty alleviation work,that is,it insists on raising the level of industrial poverty alleviation and improving the poor population participation mechanisms.Then,some suggestions are put forward to promote the rural precision poverty alleviation work in Puyang county of Henan province from the aspects of improving the rural poverty alleviation work mechanism,strengthening the implementation ability of rural poverty alleviation policies,cultivating poor people's poverty alleviation initiative and the ability of long-term poverty alleviation ability.
