Currently,as the fundamental economy in our country,the manufacturing industry is at the critical period of structure adjustment and update transformation.Professional talents are the leading power for the establishment and development of manufacturing industry,which is the backbone of the economic development in Chuzhou.During recent years,the brain drain of the professional talents in manufacturing industry in Chuzhou has been rising annually,which has a great influence on the local economy.With the above-mentioned background,it is theoretically and practically significant to do researches on the brain drain of the manufacturing industry in Chuzhou.Based on the previous research achievements,this article is to analyze the problems in the government management of the brain drain in the manufacturing industry with the public management,brain drain and talent management theories and the questionnaire as well as site survey.It is concluded that there are mainly problems of eight aspects: insufficient attention to talents,weak atmosphere;small number of talents,poor arrangement of structure;defective talents policy system,little effect of inspiration;simple talents evaluation system,backward management methods;unconsciousness of public service,low level of service;inadequate exertion of area advantages,few methods of talent introduction;weak industry power,difficulty of gathering talents;lack of investments in talent development,few research achievements.The article focuses on the analysis of the reasons.It is mainly because the government does not deal with well the relationship between the economic development and the talent cultivation,the relationship between the short-term benefits and the long-term development,the relationship between investment promotion and talent introduction and the relationship between the government management and market effects.After analyzing the problems and the reasons,the writer decides clearly the role definition and the management principle in the government management of the brain drain.It is proposed that the government is the leader of the talent development and formulation,the framer of the talent policy system,the builder of the public service and the defender of the operation of public policy.The government should stick to five principles: people-oriented,market dominant,coordinating,macro-controlling,supervising.Moreover,the writer comes up with some strategic suggestions: the system of “leader” responsibility through strengthening leading talent work and insisting talent management by party;perfecting talent policy system and inspiring talent to innovate and set up business;improving talent evaluation system and innovating the method of talent management;enlarging talent investment and promoting the output of research achievements;raising the consciousness of public service and the level of public service;expanding the pillar industry and forming the gathering area for the talents.
