With the deepening of China's political and economic system reforms,the transformation of government functions has accelerated,and the pattern of small government and large society has been widely praised.This model emphasizes the limited functions of government and the government has delegated more and more rights to the community.Community governance is a complex and huge system.Community governance develops from the government's big package to the stage of government and social forces cooperation.Resident participation is an important social force.China also pays more and more attention to the issue of resident participation.In 2017,the"Opinions of the Central Committee of the Communist Party of China on Strengthening and Improving the Governance of Urban and Rural Communities" pointed out that urban and rural communities are the basic units of social governance,and they must promote the modernization of urban and rural community governance systems and governance capabilities.Improve and improve the urban and rural community governance system.The document emphasizes the important role of urban and rural community governance,and strives to build a governance system for urban and rural communities.It plays the leadership role of grassroots party organizations,the leading role of grassroots governments,and the synergy of social forces;continuously improves the governance of urban and rural communities,and emphasizes the ability to increase community residents' participation..Its core is from management to governance,giving full play to the role of a variety of social forces,and promoting the participation of multiple entities in the community to jointly manage the community;and in the community,residents are important participants in community governance.This shift in thinking means that the government devolves power to the community and transforms government functions.It also absorbs a variety of social forces,attaches importance to the synergies between the government and the society,emphasizes the wide participation of citizens in community affairs,and emphasizes the importance of citizens in community governance.Participate in the role.However,because of historical and practical reasons in our country,it is difficult for residents to truly participate in the community.At present,the biggest problem encountered in the governance of urban community residents is how to guide residents to achieve bottom-up participation,and how to gradually expand the scope of residents' participation.This is an important issue that affects the further advancement of urban community governance.This article takes the Community Residents Association Autonomous Project as an entry point,and takes the X City L Community "seven-Color flower Volunteer community coalition" as an example to discuss how to improve community residents'willingness to participate through project design and operation,so as to further promote Community residents participated in providing practical samples and experience.In the process of writing this article,we have consulted a large number of relevant documents on the participation of residents in urban communities.While using theoretical research,we use methods combining field visits and interviews.This article firstly conducts on-site visits and investigations on the participation of residents of the community in the city of X,and understands and analyzes the basic conditions of community residents'participation,the basic conditions of the community,and the basic conditions of the project.Then,through the project design,project implementation,project evaluation and other links,the entire process of project design and operation is displayed in detail.Secondly,it discusses the effectiveness and problems of the project after its operation.Finally,based on the project's operational effectiveness and deficiencies,it proposes feasible suggestions for improving community residents' participation rate.From the practice,it can refine the residents' participation mechanism,broaden the participation channels,increase the proportion of political participation,and strengthen residents'capacity building.The participation rate will gradually expand the scope of residents'participation and gradually deepen the participation of residents.
