Making Public Welfare Work:Research On The Value Function And Operation Mechanism Of Community "Moral Bank"

The community is the most basic social unit in the social structure,and community governance is the basic project in current social governance.Since the reform and opening up,community construction in China has achieved certain results.It is undeniable that with the transformation of society,there are still some problems in our community governance.For example,the communit management system is not perfect,the community administration color is obvious,and the community service ability is not strong,etc.However,the author believes that the biggest problem facing the current community is the low level of participation of residents in the governance of community public affairs.Due to the influence of many factors,the individual consciousness of the community residents is prominent,people's communication mentality of seeking maximum benefits and avoiding disadvantages gradually spread,there have collisions and conflicts between the anxiety of the restless residents and the social customs advocated by our excellent traditional moral culture,which are the selfless dedication and helping each other.When these contradictions are brought together in the community,on the one hand,the community lacking effective participation mechanisms and incentive mechanisms,fails to nurture and stimulate the participation of residents;on the other hand,the individualized characteristics of community residents are obviously and insufficient in public spirit,and residents participation initiative and enthusiasm are not strong,which leads to the governance of community public affairs in a difficult position.In order to get rid of this dilemma,the whole country has explored and built a community"Moral Bank" model,through the point exchange mechanism and the moral evaluation incentive mechanism,to let the public welfare operation,the results are remarkable.The construction model of community "Moral Bank" was first established in the Wangyue Lake community in Changsha,Hunan Province in 2002,and then rapidly developed throughout the country.It refers to the voluntary blood donation system and the "volunteer" system abroad,adopts the bank savings and withdrawal operation mode.When the community residents volunteers do something good,the community registers the points corresponding to these good things in each volunteer service savings card,as a volunteer dedicated community and serve others records.When the points in the savings card meet certain exchange conditions,they can exchange and withdraw moral savings from the "Moral Bank",enjoy the corresponding treatment or get help from other volunteers.Through the exchange and circulation of charitable points,the community "Moral Bank" not only effectively solved the problem of insufficient participation of community residents,but also greatly stimulated the enthusiasm of community residents to participate,and enabled the community public welfare actions to work well and improve the governance level of community public affairs.Moreover,it has created a cultural atmosphere and community environment of "kindness and kindness,mutual help and mutual assistance",carried forward the spirit of public welfare,promoted the development of community voluntary services.At the community level and even at the social level,a new trend of civilization has been set up.Comparatively speaking,the development of community "Moral Bank" in our country is relatively short,its own development logic,its operating mechanism is not too mature,and the social awareness is not high,it still is a relatively new proposition and in the stage of exploration.Based on this,this article attempts to take the lack of public participation in community governance as the logical starting point of the article research,to trace back to the background of the emergence of community "Moral Bank",and to discover the basic characteristics and value functions.According to the practice highlights of local models,this paper explores the governance structure,operation mechanism and practical effect of community "Moral Bank",and puts forward corresponding countermeasures and suggestions for its possible limits.
