Since the 19th National Congress of the CPC,Measures to streamline administration and delegate more power have been made to delegate more administrative functions to the grassroots level.On the one hand,in order to smoothly promote the implementation of various work,and meet the needs of the masses for convenience service,grassroots units continue to expand the ranks of public officials.However,at the same time,the government strictly manages the establishment and reduces the number of verified posts,and gradually forms a civil servant team system composed of civil servants,business personnel and staff(employed).Combined with the actual work,this paper focuses on the phenomenon of negative emotions such as dissatisfaction with work and the rising dimission rate in the grassroots civil servants in recent years,and defines and analyzes relevant concepts such as occupational loyalty and organizational loyalty by means of in-class learning and after-class online literature collecting and researching.Based on the conclusion that "there is a significant positive correlation between employee occupation loyalty and performance" obtained by domestic and foreign scholars,the questionnaire for the study of occupational loyalty of civil servants was designed from three dimensions of occupational identity,work attitude and occupational concept by studying the current occupational loyalty scales at home and abroad.A questionnaire survey and personality interview was conducted among more than 400 civil servants in G city.It was found that civil servants in G city did not have a complete understanding of their career,their welfare mechanism was not sound,their incentive methods were not scientific,and their overall occupational loyalty was at a low level.At the same time,the influence of demographic variables such as occupational identity,age,educational background and gender on occupational loyalty of civil servants in G city was analyzed by the quantitative data of Likert scale.Founding in professional identity,the civil service occupation loyalty in civil servants is the highest,followed by business identity,hire the identity of the personnel's professional loyalty is relatively low;From the perspective of educational background structure,the higher the educational background,the lower the occupational loyalty,and the higher the occupational loyalty of the personnel with lower educational background.In terms of age structure,the older civil servants have higher occupation loyalty than the newly employed ones.In terms of gender structure,women's occupational loyalty is higher than men's.In the light of the three theoretical bases of Adams' s "fairness theory",kindness' s "psychological contract theory" and Holland's "mutual choice of jobs between people and industry",the author finds the reasons for the unreasonable design of the compensation system,unclear personnel development plan and serious differentiated treatment of status.Finally,combining with what I have learned and felt and relevant theoretical basis,this paper puts forward some countermeasures and suggestions,such as improving cultural construction,carrying out career planning and training,improving the assessment mechanism,and dredging promotion channels,to improve the occupation loyalty of grassroots public officials,which has positive significance for the overall construction level of public officials.
