Research On The Multi-subject In The Governance Of Featured Towns

China is now in a new stage of urbanization.“Featured town” inject new vitality into the development of China's rural society as a useful attempt of new urbanization.China need to build 1,000 featured towns before 2020;this kind of “Featured town” originate in Zhejiang Province and undergone tentative construction,pilot success and imitation in most of the country 's villages,which proves that "Featured town" can promote the benign operation of China's township society within a limited time and space.However,the sustainable development of this mode is inseparable from effective governance,which can provide a stable social environment and a strong institutional guarantee for the construction of featured towns.It should be noted that the key elements of effective governance are governance subjects,and how these governance subjects exert their advantages in the process of governance becomes the key to determine the effectiveness In view of new governance issues such as class differentiation and diversified interests in the rural society,the original governance subjects have been unable to meet the growing new demands of the town society.Therefore,it is necessary to analyze and study the multiple subjects involved in the governance of towns,with a view to improving the quality and efficiency of the good governance of the towns with the characteristics of the subjects.This paper analyze the roles and problems of various governance subjects during the process of the governance of town D,taking D Town of Lu'an as an example;From the theoretical perspectives of “polycentric governance”,“characteristic town” and “communities”,this paper seek a combination of theories of multiple governance and practices of the governance of “featured town” and explore the feasibility and effectiveness of polycentric governance in town D of Lu'an city.At present,the governance of town D is developing in the direction of standardization and rule of law,and the town's development results in economy,culture and environment are remarkable.However,the governance still have many problems such as the involution of the township government's governance level,the low social identity of local organizations,and the weak autonomy of villagers.Polycentric governance can effectively mobilize the initiative of various governance subjects by giving full play to the advantages of equality,mutual assistance,shared benefits,and shared responsibilities of various subjects involved in the governance of town: it can give full play to the “Meta-governance” role of the town government,strive to establish a trust community between local organizations and the town,and widely mobilize villagers to participate in the governance activities of the town,so as to play the role of the governance subjects of the town,meet the diversified governance demand,and form a joint effort to achieve the goal of effective governance of the town.The essence of polycentric governance in D town of Lu 'an city is diversified subjects cooperate,negotiate and play with each other on the basis of interaction,so that the governance of characteristic towns tends to be good governance.Under the environment of social governance innovation,the diversified interest groups in the characteristic towns make the governance of the towns more chaotic and complicated.It is difficult to rely on a single government main body to promote the sustainable development of town D.Therefore,by guiding the construction of the "one main and multiple" main structure of governance,we can ensure that the tasks of town governance can be completed and the goals can be achieved,which will ultimately benefit the improvement of the overall governance environment of the town.
