Research On Targeted Poverty Alleviation Measures In Linquan County, Anhui Province

Targeted poverty alleviation is an important guiding ideology for poverty alleviation programs in China at present.Since it first raised by President Xi in 2013,its connotation has been developed and perfected in practice.How to carry out the idea of targeted poverty alleviation,promote the process of alleviating poverty and achieve the goal of eradicating poverty in 2020,are important topics with both theoretical and practical significance.Linquan County in Anhui Province,is a key poverty-stricken county in China.It is located in the Dabie Mountains,which are destitute areas.Linquan County has been under great pressure because it is the key of poverty alleviation.Since 2015,the county has been guided by the concept of targeted poverty alleviation.So good results were achieved through establishing cards for archives,accurate identification,accurate helping,accurate management means and most of all,the bold practice.However,considering poverty is caused by complicated factors,there are still many urgent problems need exploring and solving.For example,how to identify the underlying causes of poverty and conflict,how to optimize allocation of the poverty-relief resources based on accurate identification,how to realize implement the plans accurately so that continuously improve the efficiency of poverty alleviation.This thesis is on the basis of the theory of targeted poverty alleviation,taking Linquan County--a key poverty-stricken county in China located in the Dabie Mountains--as the research object from the perspective of practice.Based on the analysis of the local situation and the practice of targeted poverty alleviation,by using the methods of document analysis,field research,statistical analysis and case analysis,try to find out the deep roots and contradictions that restrict the development of targeted poverty alleviation and strive to put forward the countermeasures and suggestions,in order to ensure that before 2020,poverty will be alleviated generally so that the county can achieve a comprehensive well-off at the same pace with our nation.The main contents of this thesis are as follows:The first part is the introduction part.It includes the background and significance of the topic,research ideas and methods.Besides,reviews of poverty alleviation at home and abroad,innovation ideas and shortcomings of this thesis are also involved.The second part introduces the theory of targeted poverty alleviation and some relevant policies,defining the concept of targeted poverty alleviation.The era background,the formation and development process and the significance of targeted poverty alleviation are all included.The content of targeted poverty alleviation,including its connotation,essentials and characteristics,is the key part.The third part is about the present situation and the practice of targeted poverty alleviation in Linquan County.This part introduces the natural and cultural survey as well as the economic development situation of Linquan County,highlighting its economic development predicament.In addition,the thesis analyzes the poverty situation in Linquan County and summarizes its poverty characteristics.This part also discusses the practice of targeted poverty alleviation in Linquan County in recent years.Through field research and case analysis,this part analyzes the poverty alleviation work of a poor village,and finally expounds the effectiveness of poverty alleviation there.The fourth part,Linquan County in the process of accurate poverty alleviation encountered problems and causes analysis.This paper expounds the problem of precise poverty alleviation in Linquan county from three aspects,and deeply explores the causes of the problem.The final part is the optimization strategy of the targeted poverty alleviation in Linquan County.In view of the shortcomings of targeted poverty alleviation in Linquan County,from five points of view,the optimization strategy of precision poverty alleviation is put forward.
