Study On The Predicament And Countermeasures Of Targeted Poverty Alleviation In Miluo City,Hunan Province

Since the national precise poverty reduction strategy was put forward in 2015,the precise poverty reduction work has been carried out under the overall deployment of the central government,but faces some difficulties in its implementation.Based on the present situation of the implementation of the targeted poverty alleviation in Miluo City,Hunan Province,this paper makes an in-depth analysis of the archival materials and sorts out the existing difficulties,and based on the Marxist anti-poverty theory,the Common Prosperity Thought,the Development Thought and other theoretical guidance,for Miluo City's precise poverty measures.The first chapter is the basic concept and theoretical basis of the precise poverty reduction,which explains the basic theory of the precise poverty reduction policy.The second chapter is the analysis of the current situation of the precise poverty alleviation in Miluo City,through the introduction of Miluo City's poverty alleviation work.This paper introduces the General Situation of the work of identifying,helping and managing the precise poverty alleviation,analyzes the present situation,and provides the practical data for the problem finding.The third chapter is the dilemma analysis of Miluo City's precision poverty alleviation.Based on the analysis of the current situation,this paper finds out the existing problems,which are mainly manifested in the irrational mechanism of screening the poor,the weak model of precise aid-the-poor,the imperfect guarantee system of management coordination,and the imperfect participation of the poor.And carries on the analysis to each question,the elaboration question content.The Fourth Chapter puts forward some concrete countermeasures for the construction of Miluo City's precise anti-poverty mechanism.Take the question as the direction,proposes the countermeasure in view of the question one by one,such as the establishment of a quantitative-led scientific screening mechanism,the establishment of a diversified market-led model of poverty alleviation,the strengthening of early warning-led precision poverty alleviation system,and the improvement of poverty-led independent poverty alleviation mechanism.The epilogue summarizes the achievements and shortcomings of the research on Miluo City's precise poverty alleviation and its countermeasures.
