In recent years,the passengers in the "area",the beibu gulf urban agglomeration,building economic belt to the sea and a series of major national policy support,the new pattern of ushered in the rapid development of modern industry,to the passengers for the first,second and third industry(especially the third industry)brings the transformation of development,innovation and development,rapid development opportunities,the rapid economic development in urgent need of a large number of passengers in the service of production line of middle and senior technical personnel,for the beihai city secondary vocational schools provide a good external development opportunities.Beihai city secondary vocational schools as the north sea in the city to develop production line the main intermediate skilled talents,has achieved rapid development in recent years,such as to enhance the school infrastructure,the scale expands unceasingly,the talent training quality must be promoted,but still can’t satisfy the regional economic construction on a line of production quality and quantity of skilled talents demand.Through the investigation of the secondary vocational schools in beihai city,it is found that the shortage of teachers(especially the "doublequalified" teachers)in quantity and quality has become the biggest bottleneck in the training of skilled talents in secondary vocational schools.In view of this,this article research in beihai city secondary vocational school "double type" teachers team construction on the basis of the status quo,and will be widely applied in the enterprise management of stakeholder theory is introduced into the north sea city secondary vocational school "double type" teachers team construction process,to explore the beihai city secondary vocational school "double type" teachers team construction of the effective way.This paper takes the construction of "double-qualified" teachers in beihai secondary vocational schools as the research object and focuses on the problems encountered in the construction of "double-qualified" teachers in beihai secondary vocational schools.Through literature research,understand the domestic and foreign in the "double type" teachers team construction on the existing results,find out the current secondary vocational schools in the course of the construction of "double type" teachers,analyzed the insufficiency,proposed to stakeholder theory is introduced into secondary vocational schools "double type" teachers team construction,the necessity of clear research direction of this article;To stakeholder theory as support,analysis of stakeholder theory and secondary vocational schools "double type" teachers construction spot in the research of clear beihai city secondary vocational school "double type" teachers team construction of stakeholders,clarify the beihai city secondary vocational school with the relationship between stakeholders and provide theoretical basis for this article;On the basis of investigation and research,this paper summarizes the problems existing in the construction of "double-qualified" teachers in beihai secondary vocational schools,analyzes the causes of the problems by using the stakeholder theory,and proposes solutions.By beihai city secondary vocational school,three typical cases analysis,in view of stakeholder theory horizon,create the cooperation mechanism between different interest subjects,by giving full play to the government’s policy and capital advantage,school resources and platform advantage,enterprise in the market and technology advantages,innovative put forward the main stakeholders "government,schools,enterprises of the trinity" dynamic linkage,blend mutually promote each other,borrows booster type "double type" teachers construction way,in order to solve the current city secondary vocational school "double type" teachers team construction of realistic problems.This article proposed "the government,schools,enterprises of the trinity" of the dynamic linkage,blend mutually promote each other,borrows booster type "double type" teachers construction way,to the north sea city secondary vocational school "double type" teachers has a certain practical guiding role,in other city secondary vocational school "double type" teachers also has a certain reference value.
